Community Radio generally includes content that has a local rather than a regional or national audience. In Australia, the possibility of pirate radio stations is almost unknown because of punitive legislation that even threatened imprisonment. In the United States, pirate radio broadcasting was never really an issue because most non-profit, non-commercial, and community based radio stations were allocated a public slice of the FM frequency band by the Federal Trade Commission.
